Barker is involved in all aspects of Sovereign's legal work. He joined Sovereign from Shearman & Sterling where he practiced corporate and securities law in their New York, Hong Kong and Abu Dhabi offices from 1997 to 2002. While at Shearman & Sterling, Barker represented U.S. and foreign corporations and financial institutions in a variety of cross-border project finance, capital markets and restructuring transactions. Prior to becoming an attorney, Barker was an active duty officer in the U.S. Army from 1989 to 1994.

Barker has a J.D. from Syracuse University College of Law in Syracuse, New York, a B.A. in International Studies from American University in Washington, DC and attended the University of Belgrano in Buenos Aires, Argentina and the University of Valladolid in Valladolid, Spain. Barker grew up in Venezuela and speaks fluent Spanish.
